ASSOCIATION Board Members Present: Michel Pytlarz, Sandi DeCesare, Dawn Jenkins, Roy Regeski and Patrick Robinson. Owners Present: 11 Michel called the meeting to order. Minutes of the last meeting read and approved with revisions for December 16, 2008. Response to Previous Minutes: Roy stated rather than just six months back maintenance the banks would have to pay if they foreclose on an apartment, it should also state “or bank would have to pay 6 months back maintenance or 1% of outstanding mortgage”. Michel said that might be changing in next few weeks. Dawn said checking and savings needs to be reversed. Motion made and approved to accept changes. Treasurer’s Report:
AC Valves: Work has been completed and we are waiting to collect the outstanding $100 from some unit owners. Payment from all owners must be received by 2/28/09. 2009 Budget: One reason why we had such an excess over a year ago is because we received a lot of insurance money back. Motion made for the new Board to accept the 2009 budget as presented, and was approved. Units in Arrears: Michel recently read there is a big movement to force the banks to pay up. Fire Alarm System: We had the fire alarm company come out to clean the condensation and corrosion inside circuit boards, because we were having some false alarms going off. This should be covered by our maintenance contract. Windows/Shutter for Breezeway: Board will be checking for lowest cost options to block out heavy winds. Fence on Riverside Drive: Jasmine keeps dieing in this area and fence is leaning over due to heavy foliage. Sandi made the suggestion of a low maintenance plants for that area, and will be getting costs. Will also get quote to take out the back gate that is not in use and remove pavement in that area. Water Heaters: Six years ago policy was made to change water heaters when they are 10 years old. A few owners have come to Michel about changing their water heaters. One owner went to Lowes, and they charged her $30 to come out to access what needed to be done, and they told her that she needs her entire apartment redone with new pipes because she is not up to code with the poly pipes. Michel called PCA who put in the poly pipes, and was told we are up to code since we have the correct adaptors on the poly pipe. PCA quoted owner $525 for new water heater; however, if we can get a few owners to change their water heaters at one time, they will bring the price down. The age of your water heater is marked on the heater, and the office has some of the dates listed on computer. Owners Late on Maintenance: We have 7 owners late on maintenance. Letters went out informing them of $25 late fee after five days and we informed them at 45 days we will pass their account on to our attorney. The attorney will be adding their legal fees. New Business: Concrete Wall: Entryway wall was repaired by unknown party and the job was not done properly, and needs to be rebuilt. Sandi received three bids for the repair. Board decided on one of the bids and will submit to insurance company. We are waiting for payment from insurance company of driver who hit the wall. We also need to repair the bike room wall. Renter: Unit 1101 has a renter that will be interviewed by the Board. There are also people staying in other units who are supposedly family members; the Board will find out who is staying in these apartments. Per our attorney, the Board has right to ask all unknown parties to identify themselves and require proof of family relationship. “Family” is considered father, mother, son, daughter, brother, sister, grandparents and grandchildren; all others are not considered as family. Family members are to be listed on owners emergency contact cards. Foreclosures: Roy wants to force the issue on the foreclosures. Michel said the lawyers want us to foreclose ourselves, we would spend $2500 to $3500, then we would have rights to the apartment but would never own the apartment. We could rent the apartment but the rental money would go to the bank, and we as the association would have to pay the maintenance. Apartments in arrears are 203, 205, 902 and 1003. New Phone/Fax & Copy Machine: Price for replace new drum for our old copy machine would be $250. Our phone answer machine no longer takes messages, and fax uses the old type of cartridge. Michel has been out pricing new machines, and found All in One machines on sale at 50% off so it would cost only couple hundred dollars and we won’t bother paying for maintenance agreement. Motion to replace both items rather than repair was approved and carried. Sixth Floor Water Damage in Hallway: Owner on sixth floor had bathroom water leak. Water damage in 6th floor hallway and owner’s ceiling on 5th floor. Board discussed who would be responsible. Board said we need to repair damage in hallway at our cost. Sandi also mentioned that the fans are turning in wrong direction; Miguel will change direction of fans. AC Water Valves: Owner said some of the valves were not installed correctly. Some old valves were left in place and should have been removed when new valves were installed. Board will contact PCA to come back and correct these. With the new valves in place, we will no longer need to drain the entire building when an owner gets a new AC unit installed. Electrical Room Door: Owner spoke up and said door to electrical room on 9th floor is damaged and needs to be replaced. Board will get pricing information. Owners Windows: Owner said vendors are charging additional fees at end of job for engineering fee. Michel said owners should ask for bid price from vendors to include all costs (permit, inspection and engineer fees). The engineer fee is a new requirement by the city. People Walking Through Our Property: Owner has seen people passing through our parking lot to get through to the beach. Michel said only way to stop this is to keep the back gate closed, or have it open only with owners key, it would cost us $200,000+ and people can still cut through the bushes as there is no gate on boarder by Granada House. Amendment: Next meeting the close out date will be announced.
