HOUSE ASSOCIATION BOARD OF DIRECTORS WORKSHOP
MEETING MONDAY,
FEBRUARY 18, 2002 Board Members Present:
Tony Bazzinotti, Preston Scroggin, Adda Manosalvas, Aldo Addario Absent:
Rick Larrabee Tony opened the
meeting with the concrete project. Three
(3) bidders have been selected. Colwell
Builders, Daniello & Lime of Fl. And Aqua Shield Corp.
The board dismissed Colwell Builders because of the time frame they put
in for the project. Board felt that
this time frame was to long, other bidders
gave a much smaller time frame. Personal
interviews have been given to each of the three.
Daniello & Lime gave us the lowest price and the shortest amount of
time. Aqua Shield and Daniello were re-interviewed. Aqua
Shield came in with their sample of railing and a revised bid of $723,493.00
estimated time 24 weeks to complete project. Owners all like the
sample of railing that has been in the lobby. Daniello did not have
a sample of railing at this time and they
came in with a adjusted price, they also came back with a sample railing early
this afternoon (2-18-02), but this sample was not painted.
Very similar to the railing from Aqua Shield.
Daniello revised bid was now $790,000.00. Daniello will look
into another railing company. Tony felt that was
interesting to him that when he had the office call some of the references, all
felt that Daniello did a good job. Staging
of job of 6 story’s and a swing stage from the higher stories, 20 men on the
job daily. Aqua Shield would do
the job with a swing stage and a crane. Aqua Shield references came out good
also, one of them did not seem to good. Stan Swaysland has worked with both of
the bidders and both do good work. Tony said they could go with Aqua Shield
since they have the lowest price, or wait till Daniello came back with another
bid price on railings. Motion was made by
Aldo to wait till Daniello came back with another bid and have another meeting
on Wed. Preston disagreed with this
and said he felt that this should be done at this meeting.
Preston felt that Daniello will not come down with his price.
Preston also said that if Daniello came in with a lower bid say of
$1,000, then you would have to call Aqua Shield and let them come in with a
lower bid. Tony felt
that the board rushes into things instead of waiting another day for a lower
price. Aqua Shield said at
their interview that they would wait till the job was finished before accepting
payment from the job. Adda spoke up and said
that the interviews with Daniello, they seemed to give the opinion that they
were not prepared. Jobs were not
finished, they needed another day for one thing or another.
They also did not come in with a sample of their railings, where other
bidders came in right away with theirs. What is swaying Tony
is the fact that best possible price and best possible time.
After talking to Rick Larrabee who is a owner in this building and also a
board member who is a owner of his painting company , said that after following
up on the concrete jobs, Aqua Shield does not make his painting jobs look good.
This sounded good to Tony. Aqua Shield said that
when removing the railings from the building, they would remove railings and set
them on the decks, then have a crane and lift the railings off in one piece
which would be less dust. The
biggest part of the job is the railings.
When going into the swimming pool area, they would take the fence down
and with a lift go to the end
sections. All balcony doors
will be nailed shut. Tony spoke up and said
Daniello will take down a railing, repair the deck and put up the new railings
the same time. At
the same time the owners like the railing from Aqua Shield.
Another good deal from Aqua Shield is payment at the end of the job.
Aqua Shield will waive the bond at a lower cost.
This question of the bonds
will go to our attorney. Motion still on floor
from Aldo. Seconded by Preston to
hold off the decision till Wed.
All in favor. Board to met
Wednesday 2 pm. Award to be made. Bruce Washienko of
Unit #103 spoke to the board and asked that his balcony tile removal
be waived, since he has no problem with this deck, just replaced railing.
Tony said that they are repairing 152 balcony’s and this is a major
overhaul and for the board to allow this balcony to be waived, then they would
have to allow all the owners the same privilege on their tile. Tony felt that no the
board could not give him permission. Preston
felt that all tile should be removed in fairness to all.
Bruce Washienko said that he would go to an attorney and have a waiver
made up for 10 years. He does not plan on selling.
Board /owner discussion. At
a previous board meeting last year, it was stated that all balcony’s having
tile would have their tile removed. Tony
said that all balcony tile must be removed.
Board all in favor. PARKING
CONCERNS: Busy time of year and
people are parking in the guest spots. Owners
must park in their own spots or rented spots.
Not in guests. Problem with people parking in spots other then their
own/rented spot, thus leaving the owner not
able to park in his or her own spot.
Owners renting their spot year round and come down during season and park
in the guest spots. Tony suggested
that 2 spots be marked as a special
spot for guests who are here for a period of time to park in.
Something must be done or cars will have to be towed.
Owners must police themselves.
Preston spoke up and said there was a problem with the north side and
also the south side on the outside parking spaces that just give a number.
Owners come home and find someone parking in their spots. The name “owner” will have to be placed at each car stop
so as to let people know that this spot is reserved for the owner only.
This will also be brought up at the general meeting at night. Owners
now coming in have 2 cars and this is going to be a problem on where to
park. Owners will have to make
their own arrangements and renting a spot on their own.
Also no backing into a parking spot, owners must pull forward
into spot. Board will enforce
a more ridged parking regulations and expect owners to obey.
All guests must be registered. Pets in
building: Board had a problem
with a cat in one of the units. A
letter had been written and asked the cat to be removed.
As of this date the cat is no longer in the building. Lights hanging on
railings of the balcony: Owner has lights
hanging over the railings of her balcony. These
lights have been there for a period of time.
According to the rules and regulations nothing may be placed on railings.
Lights hung over the balcony at Christmas time seem to be ok. Preston spoke to the
owner and asked to have them removed.
Tony said that he would talk to her again personally and have them
removed. Rules and
Regulations of Ownership of an Apartment: Apartment ownership
should be limited to one apartment is the very first rule of the Rules and
Regulations. Question on how many
apartments can be owned by one owner. Leasing of an apartment is one time of the
lifetime of ownership of your apartment not less then 4 months and not more than
1 yr. Preston felt it would be a
burden on a person who Owens a one bedroom apartment and wants to own a 2
bedroom. He then must put up his one bedroom ASAP. Until your apartment is sold, you now own 2 units. Carlos Rosende felt
that when this comes up the owner should go before the board and get their
permission to purchase this other
unit. Board feels
that the rule must be changed to allow the owner to purchase another unit
in the building and put his present
one up for sale. “When upgrading to
another unit in the building, the owner can not rent one of the units.”
Tony wants a sentience put in that you can not have someone live in the
unit while you are fixing it up. Board
to put in writing so when the next meeting comes up, they will put this into the
rules and regulations officially. Tabled. Apartment Rentals:
Motion by Preston Scroggin to leave this rule the way it is now, seconded
by Aldo Addario. An owner can rent
only one time during the life time of ownership not more than 1 year and not
less then 4 months. All in favor. Building Cleaning
Conditions: Aldo has a problem in the Lobby at the mail area, the corners are
not in good shape. Dirt is in the
corners and not being cleaned up. There
is now a garbage can there and owners put in their waste mail in the can, but
the corners are not being cleaned enough. Top
of molding is dirty. Doris in the
office spoke to the cleaning gal and this was
cleaned up. Gene Duquette spoke up
about the polisher that the Nassau House Owens, and have Howard polish up the
floor area. Shuffle Board Court:
Preston brought up the shuffle board court is in need of repairs,
painting, etc. Preston suggested new markers be put up and put the electric
circuit underground. New
equipment will be purchased also. Tony also brought up
the subject of the pool motor making a lot of noise. Doris in the office to
check into this and have this repaired. Also
at the same time Tony said there are signs of rodents getting into the pool
house area. Preston will look into
this also. Flowers around
building and bushes in front along wall for privacy. Some of the bushes around the building do not match where they
have been replaced and make them all the same.
Preston would like to plant some new bushes along the wall area at the
street side. This would also make
the pool area look nice also. Tabled. Motion to adjourn the
